SK Innovation E&S has officially launched commercial operations for Jeonnam Offshore Wind Farm 1, South Korea\u2019s largest private-sector-led offshore wind farm. The project is expected to serve as a cornerstone in building South Korea’s offshore wind industry ecosystem, supporting the country’s broader efforts to achieve its carbon neutrality goals. <\/span><\/p>\n

Jeonnam Offshore Wind Farm 1, located in the shared waters northwest of Jaeun-do in Sinan-gun, Jeollanam-do, began generating power on May 16. <\/span><\/p>\n

Located approximately 9 kilometers off the coast of Sinan-gun, Jeollanam-do, in waters with depths of 10 to 20 meters, this fixed-bottom offshore wind farm represents a major development project. As the largest privately-led offshore wind farm in South Korea (96MW), it features 10 wind turbines that collectively generate approximately 301.07 million kWh annually\u2014enough electricity to power around 90,000 households for a year, based on the average electricity consumption of South Korean households. Since commencing commercial operations, the wind farm has consistently achieved its daily generation targets, producing an average of 913,000 kWh per day. Furthermore, compared to coal-fired power plants generating the same amount of electricity, the project is expected to reduce annual greenhouse gas emissions by approximately 240,000 tons. <\/span><\/p>\n

The project was developed by Jeonnam Offshore Wind Co., Ltd., a joint venture between SK Innovation E&S (holding 51% ownership) and Denmark-based Copenhagen Infrastructure Partners (CIP, 49%). Development began with power generation approval in September 2017, followed by shared water surface permits secured in July 2022. Construction kicked off in March 2023, and by December 2024, all 10 turbines were successfully installed. After commissioning earlier this year, the wind farm officially commenced commercial operations smoothly. <\/span><\/p>\n

Building on the successful operation of Jeonnam Offshore Wind Farm 1, SK Innovation E&S, in collaboration with CIP, plans to construct Jeonnam Offshore Wind Farm 2 (399MW) and Jeonnam Offshore Wind Farm 3 (399MW), with completion targeted for 2031. Once fully operational, the three wind farms will boast a combined capacity of approximately 900MW, comparable to that of a single nuclear power plant in South Korea.<\/span><\/p>\n

Offshore wind power is a renewable energy source that generates electricity by harnessing wind energy through power generation facilities installed at sea. The Jeonnam Offshore Wind Farm 1 is located near Jaeun-do, an area with ideal conditions for fixed-bottom offshore wind installations. The site benefits from stable average wind speeds of 7\u20138 m\/s throughout the year and shallow waters, making it highly suitable for this type of development.<\/span><\/p>\n

This project is particularly significant as South Korea’s first large-scale offshore wind initiative led by the private sector and is recognized as a pioneering example of non-recourse project financing*. Additionally, it is lauded as a successful case of overcoming various regulatory challenges through effective public-private collaboration.
\n<\/span>*Non-recourse project financing: A financial method where loans are secured solely based on the evaluation of the business plan and future cash flow, without requiring additional collateral or guarantees.<\/span><\/em><\/p>\n

SK Innovation E&S is actively promoting mutual growth with the local community throughout the construction and operation of the Jeonnam Offshore Wind Farm project. Through a resident participation program, a portion of the wind farm\u2019s profits will be shared with residents of Sinan-gun, contributing to income growth for the local population. Additionally, the company collaborated with more than 70 businesses in the Mokpo and Sinan areas during the construction process, further supporting regional economic development.<\/span><\/p>\n

Approximately 75% of the major equipment and installation tools used in Jeonnam Offshore Wind Farm 1\u2014such as wind turbine towers, substructures, and transmission cables\u2014were manufactured in collaboration with domestic companies. This effort has played a key role in fostering South Korea\u2019s offshore wind supply chain ecosystem and enhancing technological capabilities. Notably, the project is the first in South Korea to use monopile** substructures for offshore wind turbines. These massive turbines, with a total height of 127 meters from the sea surface to the generator hub and a blade length of 97 meters, were installed using a dedicated offshore wind turbine installation vessel (Frontier Vessel). As the largest single offshore wind turbines in South Korea (10MW-class), they represent a significant milestone in the nation\u2019s offshore wind energy development.
\n<\/span>**Monopile substructure: A steel cylindrical structure used to firmly anchor large offshore wind turbines to the seabed. Monopiles are cost-effective, easy to install, and suitable for shallow waters.<\/span><\/em><\/p>\n

Moving forward, Jeollanam-do and Sinan-gun plan to establish the world\u2019s largest offshore wind farm project with a total capacity of 8.2GW by 2035. Jeonnam Offshore Wind Farm 1, as the first completed project within this initiative, is expected to serve as a catalyst for the development of large-scale wind farms in the future. Additionally, the project is anticipated to play a pivotal role in achieving the national greenhouse gas reduction targets (Nationally Determined Contribution, NDC), supporting the RE100*** commitments of domestic companies, and expanding renewable energy adoption on a national scale.
